What is the PILOT Action Group?
We are a coalition of community, faith and labor groups who have come together to address concerns around the role of our wealthy nonprofit neighbors in the future of our city.

How the PILOT Program Works:
• The current Payment in Lieu of Taxes (PILOT) program, beginning in 2012, covers 49 large nonprofit institutions with assessed property value of over $15 Million.
• Nonprofits are expected to pay 25% of their potential property taxes based on their 2010 tax assessment. Institutions can and do offset 50% of their payment with a “community benefit” that is supposed to target residents of the city. However, in five years $60.8 MILLION of the requested PILOT contributions have been left unpaid, primarily by four universities: Northeastern, Boston College, Harvard, and Boston University.
Why is PILOT Important?
• 49% of Boston’s land is populated by government and nonprofit institutions who pay no property tax.
• Property taxes are 70% of all revenue for the City of Boston. Property taxes’ share of revenue for the city have been increasing steadily and unsustainably.
• We must think creatively on more sources of progressive revenue.
